that’s not unusual. it’s extremely rare people go to jail unless it’s political (rip irwin schiff) or egregious. Repayment plan is the normal thing. The fact is jail just adds to cost, it’s better to let people stay out and work to pay off the debt, basically IRS slavery. As far as 20 years, the rate of enforcement has varied wildly over time. Especially as the irs has thankfully been starved of money until biden. I do wonder however, the whole process can take a long time, like one year you just get a letter you ignore, do that for a few more, then an interview that you bs through, then they assess a fee/debt, you can be in compliance then fall out etc. Possible that could go for a decade. If more people actually knew the rates of audit and enforcement the IRS actually achieves, half the US would stop filing taxes.
I'm genuinely surprised he never had a run-in with any cartels. I thought cartels basically own Mexico at this point?
