Some of you fucking idiots thought that felons can't leave the US, what the fuck are you idiots smoking? Of course they can leave, it's up to the receiving country to accept them.
Anyway, "very serious felonies" may be a problem but in the scheme of things, I doubt Ralph would qualify. Seriousness in foreign countries is often determined by jail term, and his was relatively short. I couldn't find the exact term, but I would imagine a very serious felony would be a sentence of 5 years in prison or longer.
Portugal has a tourist requirement of having 40 euros/day funds on hand. This is very mild and he almost certainly has access to this amount of money. Most countries actually have a financial guideline for tourists (most are much higher than this), but I've never been asked to show proof of funds at immigration control.
No visa is required for stays under 90 days, and he just needs a passport with at least 3 months of eligibilty before expiration. I see no reason why Ralph will be denied entry into Portugal.
