There's always a lien on a financed car, until you pay it off (unless you managed an unsecured loan, but if he borrowed from a bank like WF, he didn't) or until the statute of limitations has passed.
In Virginia the SOL on an auto loan is 4 years. SOL generally starts on the date of the last payment.

Here he says his truck payment was over $600 a month before getting a ~$6000 service package reversed that wasn't valid in Mexico and that he could "actually just pay off" his car now. Sounds to me when that additional 6k was on there could he not afford to pay it off

The rebooted stream was mostly covered by some clips posted earlier, Ralph responding to Vickers video and the stuff about being a landowner, how he wants his grandmas house and plans to gift the Richmond shack to a church. I have a few less relevant clips from that stream I liked.
