It's a nigger-rig so kind of but what I imagine is that in Ralph's "studio" it becomes really hot with the lights and equipment so the result is that he looks incredibly sweaty even more than usual. He doesn't have proper air conditioning or air flow so it comes as no surprise if his equipment overheats and his stream goes to Hell as a result.

Kind of. They're supposed to keep natural reverb/echo down from sound reflective materials like concrete, not to soundproof. I don't know how much reverb you get off of walls made of flypaper in a twice mortgaged shack with no amplification, but my guess is "not enough to notice". I have not once understood why 99% of podcasters/streamers use those or baffling in the first place. These are imperfect live events, not pristine studio recordings
