A lot of post offices are doing appointments at best, or refusing to ship things that require in-person drop-off at worst (the local post office here is doing the second one). That being said, he still has UPS and FedEx to work with, and if Mr. Vickers is willing to pay for it, there's literally no reason for him not to do it, beyond laziness.
