For what it's worth, you can get the other 2 starters once you beat the game. You can also catch a Piplup and the other 2 original Gen 4 starters during regular gameplay.

You can't go wrong with either, IMO they picked the best three starters they could for Legends. Personally I went with Cyndaquil for the reasons you stated.
