I think he was hyperbolic. I can't find anything on that being true (mostly because I don't want to delve that deep given how rule 34 is).
I think it's the implication that Toxel looks like it's in a diaper. If you wear a diaper, it's because you shit your pants. Hence, if Toxel wears a diaper, it is technically a pantshitter. Then again it just looks like a diaper, Pokemon clothes both are and aren't actually parts of their body, and the Pokedex obviously makes no mention of it, so y'know.

It's the weird pouty lipped tongue thing that I dislike the most about the design, its just so off putting! Bulbapedia says might be based on a frog as well, I'm thinking its more of a salamander than a frog, but regardless- I couldn't imagine diapering a lizard, especially one with a weird pseudo skin diaper like this. If I had to guess, I'd say maybe it just sheds the diaper part off after it shits and regrow it?

I'll cut my autism off here, but that's the only real explanation I can think of.
 
I think they were just trying to play up the fact that it was a baby Pokemon, the first new one since Gen IV(like Togepi and Riolu, they were released in the same generation as their evolution, but like the cross-gen babies all three cannot breed, even with ditto)
What's weird about Toxel, is that it learns nothing. It has the moves it has from when it's caught/hatched, and then learns nothing for 30 levels where it becomes Toxtricity. It's bizarre. Even Magikarp learns moves eventually, but Toxel doesn't. It really feels like they designed Toxtricity, and then scrambled to come up with a pre-evolution so Toxtricity could have its two forms.
 
Does anyone remember the massive fan praise over a bootleg mobile Pokémon game's 'higher-quality animations', the mental gymnastics in attempting to justify how the animations were stolen, and the freakout over the mobile game stealing data?

I remember something to that effect. Was that the Chinese one? Or was that a different one? I remember Vinesauce covered a mobile bootleg at some point, because the translations/text were horrendously hilarious, but don't remember if those were the same thing.

He should've just showed art of Mewtwo if he wanted to prove a point about what the change in artstyle has done to the marketability of Pokémon.

At least in Mewtwo's case, the anime may have played a part in the change in artstyle, but Pikachu and Meowth also showcase the changes just as well.

(Note that using Origin's Mewtwo for comparison is kinda cheating since Origin's Mewtwo is more based off the game's, but the design does come back to Mewtwo later.)

And yet anime Mewtwo has different looks--not helped there's a second Mewtwo that had to be designed slightly to look different from OG Mewtwo (bottom pic).

Softer lines are being used, which makes everyone look rounder and less "rough".

Okay I just needed an excuse to sperg out about Mewtwo, but as you can see, Mewtwo goes from angery caveman kangaroo-cat thing to grumpy old mutant kangaroo-cat humanoid within 20 years.

At least Sawk and Throh's nebulous quasi-clothing meshes into their design. I remember being put off by them when Gen 5 was fist announced, but now it's like, whatever. I'd like to think their gis aren't part of their bodies but that would just raise of question of where they keep getting gis. Doesn't really matter one way or the other in the grand scheme of things tbh.

With Toxel however, it's so overtly a diaper that you can't really ignore it. On top of that, it moves like a baby and you get a free one from the Route 5 Daycare. You literally can't escape the fact it was designed to resemble a human infant. I don't begrudge Toxtricity fans for feeling like they were cheated out of a cool pre-evo.
 
No joke this is one of the best pokemon to shiny hunt with and I never play through Gen 5 games without one in my squad. Not only can this guy put mons to sleep, but it can also use Thunder Wave, Super Fang and even has the ability Illuminate - which makes getting into encounters a lot easier if you're doing random encounters.

That's the thing I like about older pokemon games - they actually made pokemon that are useful for other things besides battling.

They had the ability to pick stuff up after every random encounter.

10% chance to pick get something and 10% chance for it to be a rare candy.

Pickup was broken as hell in Ruby and Sapphire. Even now I usually catch a whole Ziggy squad and farm for stuff. usually have absurd amounts of cash before I've even tackled the first gym thanks to the Nuggets.

Can't say I blame them for putting a level cap on it in later games.
 
I learned yesterday during that horrid gimmicky “Mega” Evolution thing they tried once, that there was “Mega” Manectric.

That is the lamest design I have ever seen. Manectric line was always uninteresting and basic, but by God that is a very lazy design. It’s why I hate how they used the term “Mega” to describe this gimmick.

Eh, I've seen worse.

I assumed that the word "mega" was alluding to the fact that they essentially evolved to be a bigger and stronger form of they use to be (which was the case for the most part). Like I said ad nauseum, while the gimmick wasn't perfect, I don't think you can really complain about megas when G-maxing was essentially the worse of both it and Z-moves.

Remember, they specifically chose what got Mega-Evolutions and the shitty, worthless piece of garbage called Manectric got one over plenty of Borderline Good and useful pokemon.
 
Then there is Mega Flygon, which never got in the games because the developers had trouble thinking of a design.
Flygon as a specific pokemon annoys me in terms of how Gamefreak treated it.

"Here is a pokemon that is slow, but has unique typing and levitate so despite exploding if it gets near a snowflake it could be good with a push in stats"
