The world as a whole is slowing down the birthrate as time goes on. Here's an interesting video on the subject (at least this should be the one, though he touches on it in multiple videos:

Essentially as standards of living rise and people can get more of what they want on their own, they tend to start competing against each other more than with the environment. A kid therefore goes from a benefit to securing your future and livelihood and starts being seen as an unnecessary burden and luxury since they directly impact your material standards which is why we see the birthrate decline worldwide as people are given education and higher living standards. So if you want people to have less kids simply make them see everyone else as competition.
