The only way to do it is to put the fear of God into them, and there's nothing better here than the looming threat of Chemical warfare for any further attempts of rebellion, you may say that this is an insane thought, and I would agree, but I would remind you that there's nothing sane about the Assads, those are the people who decided that razing the country was a good idea in the 1st place.

Also, another thing I need to highlight is that all the other Arab nations supporting this airstrike? If any revolution happens in their country, they will do exactly the same, Assad has sadly shown that this course of action is extremely effective vs simply ceding your throne and escaping with your billions.

Though that brings up the question as to, if push comes to shove, whether he'll bomb the UK, Israel and France after he deals with the US. They are the ones effectively pushing for this after all.
