Recently, I and a bunch of other people got our knuckles rapped for trying to speak directly with a cow via our posts in the Sam Amerdeen thread, don't dispute that is true, I own my screwups, and @Cricket was courteous enough to clear up what initially felt arbitrary, apparently I was warned, but the warning messages apparently leave the warned user no indication of their folly aside from a red warning on the post, but they are not informed via alert as well to chill out, hence why they can go unnoticed unless the user goes back to read their own posts.
Hence why alerts should be immediately sent off to the admonished user so they cannot claim they were not warned or did not get the memo when the offense occurred to cease committing it.
That said, I recommend this functionality should be implemented or fixed if it is there and is not working.
