Powerleveling?

I saw Null's new rule and I am a little confused.

I understand what powerleveling means, but what does it mean to "say your post is powerleveling" ?

When people literally say stuff like:
"Not to powerlevel, but..."
or
Here's a little :powerlevel:.
Shit like that.

well, i have two theories
if you know your post is powerleveling, simply don't post
or if you know that your post isn't powerleveling but still insist on labeling it as such, simply don't post

You can’t smart ass your way around the rules by saying “I know it’s breaking the rules but....” then just don’t say it if it’s breaking the rules.

And don’t share embarrassing info on here. If you have to ask yourself “Where is the line on over-sharing....?” Then it’s better to play it safe.

Well, I suppose if you run the site and have to continually tell people not to do it, it would eventually get under anybody's skin. Plus there has been a lot of new members this year (represent), so I imagine it's gotten much worse.

Some examples of them:

It was a way for people to circumvent the power leveling rules through some reverse-psychology loophole. And yeah, I can imagine it can become quite annoying for mods to police.

Announcing if anything will "break the rules" in a post. For example:
