In a post-nuclear scenario yes, in the event of being invaded by Germany I would say no. Siberia is really, really sparse and there just aren't that many people to set up warlord states there in the first place. Maybe there's the odd rebellion, but there shouldn't be as many unsustainable countries based in incredibly sparsely populated areas.
