Maybe that was the case very early on in 2019, but IIRC by 2020 they had already changed plans to make sure that the Manson Family would be railroaded toward failure and that they'd just explode into a bunch of splinters if they got as far as San Diego or something. Which was one of the biggest problems the BTWH devs had on top of the purity spirals/drama & infighting and general inability to do actual work: their autistic fixation on gay race Communist wish-fulfillment & fear of making any right-winger look too good meant they were strongly disinclined towards letting you have any real fun with characters like Manson, and it's also why they kept Rockwell dead & American neonazis comparatively weak (although you'd think he would be even more successful than he was IRL in the more polarized political environment of BTWH) even as the various commie factions are made way stronger than they were historically and figures like Fred Hampton get to stay alive.
TNO and it's consequences have been a disaster for HOI4 modding. I don't think a single mod before TNO had paths which were deliberately designed as fail states. Even Goering's Mittelafrika could actually succeed if you played your cards right.
And the things is that even in TNO, the fail states are weird. Autarkist Iberia will always lead to an economic crash, but Galeazzo Ciano can keep the empire together magnifically if you play your cards right, racist Wallace is supposed to be very baddy bad, but your GDP can reach like 800b and niggers can't actually do anything to stop you from repealing the CRA if you don't get impeached, Huttig explodes in all ocassions, but Vagner can make his german larping succeed in conquering Russia with no problems. Weird and biased all around
Man BTWH is my favorite mod in this thread. All of their new "content" is just some guy infodumping on discord lol 0 actual in game footage.

Ayden George did and still does TNO music+remixes, but he has left the main TNO (read, got banned) ages ago, and is currently collaborating with the TNORedux guys. He did the TNO remixes of My Army
Speaking of which, I'm not sure what is happening with those guys? They nuked their discord. I don't know if they are still working on TNO Project Restoration or not.

One could only hope, but it's like what? The fifth attempt of someone trying to make one so it's honestly unlikely. It's not completely impossible as long as the devs aren't as deranged or lazy as the actual tno devs and focus on bringing back and facelifting old content first rather than trying to add some meme path like purple guy as US president.
My gut feeling that is one of these two are happening.
