He is in base-game Kaiserreich under his adoptive name Chao Kung, but he doesn't have a focus or anything. He's just he leader. In Kaiserredux, he can coup Roerich and supposedly a path is planned for him, but he doesn't have one yet. He just continues Roerich's path.

Happy 5th anniversary. Panzer does seem trying hard to keep in good spirits inspite of what the nu TNO devs said of his lore and work and how the mod has been greatly altered from his vision.
