Looking back at HOI4 modding, it's basically a groomer's wet dream. The vast majority (excluding Eastern European madmen who are either too autistic to be groomed or are old enough to have their own families) of HOI4 modders are underage because once you hit college, the thing becomes rather annoying/tiring than fun, so most adults get filtered. You also have the kids come from either shitty or single families, so combined with teen radicalism (also amplified by the political aspects/internet poisoning), their perception of father figure/authority is completely fucked, and they seek some other figure to be led by. The groomers are led by "I can save her" instinct (partially inflicted by the absence of father figuresthemselves), but due to their own mental illness and screwed sexual desires, that instinct is completely fucked as well, so you have those echo chambers but the echoes are basically doing assisted suicide. Though, the disease didn't really strike until 2019, probably because the whole "only play PDX stuff for mods" thing wasn't that popular before.
