I believe he's trying to describe an autistic form of Solipsism. Babies and very small children can't comprehend that other minds exist, and as we grow we learn of other perspectives. Autism blocked that from fully developing, and Chris thought he MUST be special, because after all he's the one seeing from his perspective, which he labels as "0000000000001" as a way to show that he's the prime and most important perspective. Sure he understands other minds do exist, but if they were as important as him why wasn't he them instead? It's just the ultimate ego trip of his autism and parents ego fueling eventually raising a child who thinks they are extremely important just for existing, and of course events like winning the Sonic spending spree didn't help him realize he's just 1 random kid and not "the chosen one".
