There's something called a representative payee, someone who spends the money on behalf of the person getting tard bucks. But it's not mandatory unless the person is legally incompetent.

Maybe Bob could have arranged for a payee for Chris. He was doing it himself anyway in the year before he died, managing Chris's money for him since Chris had been irresponsible with it.

I'm not sure of his exact diagnosis but he has the mental functioning of a 10 year old and has seizures. There are certain jobs he can work but he doesn't keep them for very long because he can't drive and can't always find a ride. But yeah he generally spends the leftover money on cigarettes and snack food and asks other people in the family for money before the end of the month. I think CWC would benefit from this kind of arrangement in the long run but he would give the payee a heck of a time and give them lots of curse-ye-ha-me-has.
