Possible, but unlikely, I'd say. Chris presumably just browsed images of Tarot decks and picked the one that looked most feminine and kawaii to him. If there were an official MLP or Hyperdimension Neptunia-themed deck, then he'd have gone for those like a shot.

Edit: to my dismay, I've done an idle search myself and found that someone has made a simulator MLP Tarot. Some other fool set up a Kickstarter to make an actual MLP deck but has been shut down by the lawyers at Hasbro. Chris, though, likes something more physical than a simulator, it seems - and, given his hoarding of Lego and Funko Pops, that's not such a surprise.
