The first two are parts of Guantanamo, while others are references to the infamous Russian prison "Black Dolphin", MGSV's Camp Omega, The Jonestown Massacre, Kony 2012, and other stuff I'm not aware of, but probably are similar.
Also, Vegas Vic is that big neon cowboy sign in Las Vegas.

He did not mean anything. It is a reference to Joseph Kony who led the LRA in Uganda. His benefactor is doing all this. Chris clearly is not aware that a prison camp is named after a former warlord.

I guess that would make sense. I wonder who it could be though. I would think it would have to be someone he trusts a lot if hes willing to let them make changes to CWCville, since its a real place to him, so definetly not a male. Maybe an unknown gal pal? Or, this is reaching, but maybe JQ might still be pulling strings behind the scenes and he was told to keep quiet about it so the trolls dont harass her? Very unlikely but if there is some mystery person at play here its fun to think about.
