When I say competence-based, I mean actually tracking them down to meet them, remember, this is the same person who wanted to physically drive to NYC, and then try to psychically divine Cole's location while he's there instead of actually figuring out what should be fairly easily accessible info.. He would have re-enacted the plot of Home Alone 2 at the age of 35.
So no, I don't think Chris is competent enough to be a threat to anyone, and even if he finds them, I don't think he is competent enough to be more than annoying.
