It doesn't matter when the owner won't clean out the litter box. Cats don't like going in a box that is full of turds and urine clumps. That'll break their housebreaking real quick, because then they'll find places to relieve themselves that isn't a litter box.
The point was that CWC didn't need to put any effort into training the kitten how to use the litter box; as cats are naturally hot wired to understand what litter boxes are for.
Not taking away from your point, though. I sincerely doubt CWC has any idea how often the litter box is supposed to be cleaned out/litter changed entirely.
Maybe the folks here who talk to him ought to ask how often he cleans it out; just to make sure he's on the ball on that (not that it would matter, in the long run).
