General retardation, he has a cast of Autisim but he also has a few other things listed but they are mostly minor / self diagnosed. The thing is it can be managed IF he has constant supervision by some one competent however he hasn't had that in 8+ years and faught it his whole life before hand, that's one of the reasons he's going need a Payee / Wrangler come review time as his spending has made him worse, and has also not made any effort to meet the requeierments for treatment and improvement.
The thing is he's going to fight that every step of the way because to him this situation is hog heaven a wage letting him sit on his arse, getting shitty drawings embedded into his flesh and as much food as he wants at the beginning of the month.
Not likely he tried to claim he was in negotiation but we shot that down fast, the thing is he's starting to realise that he can't carry on living like this for much longer and as I said before he's aware that he's not met his requirements for housing so is trying to get something before the review an knows that will cost him his tugboat entirely or get him a payee and he's terrified of that happening.
