They still cannot restrict it except for serious reasons. Such a decision would require approval of the prison administration at a fairly high level, would involve a process and oversight. Getting a high volume of mail from weirdos would not be a situation that rose to that level, even infamous serial killers are allowed their fan-mail. Mail might be restricted from someone who was thought to be coordinating crimes, harassing people, getting bits of paper dipped in fentanyl, you know, stuff like that.
At least one envelope Chris sent out had a stamp on it indicating it hadn't been examined.
