Similar to 14 BLC, Chris has e-begged for people to pay for his transitioning surgery, which would've happened. But Chris is too lazy and inept to make a compelling GoFundMe page detailing that (and people would donate to that), and we all know Chris wants to use his duck.
Agree although I think there is the potential for an exception if Chris was forced to live in a male only facility (And he wasn't in solitary/in his own room) and gender surgery would let him stay in a female one instead but from what I understand any group home scenario Chris may be currently in is voluntary and the goverment only cares what happens to Chris for 30 days so I'm sure everyone is playing nice during this period.

Technically, Borb did do that with the mainstreaming. In Manchester High, Chris really didn't have a care in the world because basically all the teachers took care of him, and his parents often times were there with Chris in the classroom (I don't think they were there during class time, but if you look in the CWCki, there is a photo of Bob in the classroom with Chris). This wasn't so for PVCC. Bob literally left Chris to fend for himself in an environment that was not going to be gentle with him academically. It was foolish on Bob's part thinking Chris could have made something of himself and would take care of him and Barb at the same time. If Bob really believed that mainstreaming would work, he could have rented an apartment for Chris to live at, just to se how Chris would adjust. But as you said, leaving retarded kids on their own is a risky proposition.
