"Listen and Believe" is a direct quote from Anita Sarkeesian at a speech she did at an XOXOfest. I'm paraphrasing here, but it went something like "the most radical thing you can do is listen and believe when a woman speaks". There was a powerpoint slide that said "listen and believe" behind her on a huge screen while she was at the podium, and that image spread like wildfire, because internet. Whether or not it was her intent (I don't know the exact context of it), it came to symbolize the sort of moral panic and witch hunts over unreliable and often dishonest eyewitness accounts that SJWs are infamous for. Not just things like the UVA rape hoax, but things like donglegate, shirtgate, and the Tim Hunt debacle.

It's often used in GG circles not so much because of who it originated from, but because of how often journalists copy and paste each other's stories without bothering to fact check, assuming the previous journalists fact checked their stories, which they hadn't. In other words, a game of telephone in which the originators more often than not also happen to be pathological liars.
