I've been having a hard time with my PC due to constant power surges. PC's fine, got a UPS, but I can't hardly use it. So, I'm looking for alternatives, apart from either killing myself or moving out (I hate living in a third world shit hole).

I'm looking for a laptop around the $700 range and under, AMD processor, 4GB video, 8 to 16 GB of RAM.

Any recommendations?
 
I would not recommend getting a gaming laptop unless you have money to burn, you'll pay more for less spec compared to desktop gaming.
 
ASUS's TUF line seems well-regarded and affordable.
I accidentally bought two of these last week. It was on a Black Friday deal that was too good to pass up, the retailer's website screwed up so the order went through twice and I couldn't cancel the second one in time. Pee the Younger only needs one of them for his birthday, so I should probably send the other one back. TBH I'm half thinking of keeping it as a Christmas present to myself because I'm so impressed with the bang:bucks, and I've had good experiences with ASUS stuff in the past (laptops, motherboards, smartphones etc).

I wouldn't discount the used market either if it's an option. You can really, really stretch your money further by getting something with a processor that's only a couple of generations behind. That leaves you with the higher possibilities of a good GPU and even higher chances of getting something with potentially 32GB of ram. Just my two cents, I am not trying to police what you do with your money.
 
AMDs APUs are really good for light gaming, but always consider that notebooks are not easily cooled and many manufacturers rely on thermal throttling by default to fix their shitty designs, and don't see it as what it is, the last resort of the SoC not to get damaged.

If you wanna game on a mobile computer, figure out how to stream the game from a proper one. There are different solutions for that. I honestly don't think anything else is worth it.
