Architects would call the second type "postmodern." The postmoderns decided it wasn't enough for cities to be uninspiring, they had to actively cause fear and revulsion as something beautiful was marred. It's more common in Europe where they have beautiful old buildings to add these growths to.
Postmodern architecture is fine on its own. You just shouldn't blend styles in an area unless you want your city to become an aesthetic nightmare. That's what everyone seems to forget.
