Any functioning country, even ones you would consider shitholes, have some immigration policy. In fact, being able to control its borders is in the international law definition of what constitutes an actual country. To quote the usual definition, a state or nation is an entity that has: "(a) a permanent population; (b) a defined territory; (c) government; and (d) capacity to enter into relations with other States."
If a state has no defined territory and anyone can just barge into it, it doesn't have a defined territory. It's an uncontrolled zone. And it's a failed state if it is claiming to be one. This is why Palestine isn't a state, for existence, because Israel just rolls all over its ass any time it feels like it.
It's not a matter of sympathy, but a matter of reality.
Anyway, the practical upshot of this is no country just lets you move in without asking you some questions. Among them are: "What are you planning to do here?" "When are you planning on leaving?" If you're not planning on leaving "what the fuck do you think you're doing here?"
Now if you're lucky you might have a country where you have something like jus sanguinis where anyone with a close enough relative, like a parent, has birthright citizenship and can claim it at will. Most of these idiots aren't talking about that though.
Once you're saying you plan to stay, and you aren't just a tourist there to blow some money, see some shit, and go home, the questions get a lot more intense and personal. And "I'm going to beg for money on Twitter for tranny meds!" isn't going to cut it.
