If the crimes in this stat are at least partially dependent on the much cited domestic violence stats (most DV in dyke relationships, then on straights, then least on fags), I'll maintain my theory that it's due to women being more likely to both report being victims of the crime (even if it didn't happen), and being taken seriously by law enforcement; men, even fags, are less likely to report it (even if it did happen), and law enforcement will often ignore them.
