Throughout the show Socks is 1-2 years old and is shown to be always crawling and acting like a puppy- still biting and licking. Flashbacks have shown other characters at that age are sitting up vertically and growing out of 'puppy behavior.'
It's obviously implied that Bluey's cousin is supposed to be at least delayed. Some say autism because the character actually ends up sitting up and babies with autism are delayed in milestones.

He originally made comics for Buzzfeed, which were really stupid. Like even stupid for Buzzfeed.
They were hated because
1) they were obviously trying to appeal to the “Le So Qwerky” not like other millennials
2) he reused a lot of punchlines, set ups and art. He started getting known for his style.
(These two comics were uploaded as distinct comics, supposed to be separated apart from each other.)

Though his art isn't that bad. It's very professional looking. I liked the color palettes he used and I think he knows what he's doing art wise.
