Because Hatians are seen as actually making a attempt to work and learn Portuguese, even if a lot of them are just here for a little while before they can go to the USA (since they can grift there for free gibs a lot easier, especially once Biden took over in 2020) unlike Venezuelans, who forever speak only spanish (without even trying to pull the portunhol that a lot of other spanish speaking people do when in a portuguese speaking country, which is a mixture of spanish and portuguese clobbered together to try and bridge the gap) and are entitled to a horrendous degree.
25 years of Chavismo has left them completely fucking entitled to be handed EVERYTHING by the government. They expect daddy state to take care of everything, and will not even try to improve themselves. I remember back in the day, around 2016 when their shithole country first started having issues as the price of oil came down and they ran out of saved up money, I was in a Federal university and there were Venezuelan students around. They set up this thing where they went around the classrooms asking for donations because they were no longer getting money from the Venezuelan and Brazilian governments for their studies abroad. They were 100% reliant on the public money and had no backup, either on saved money or family money or even a way to get back home.
