The deal is its execution has been stayed until a Democrat, most likely Kamala Harris, can sell it.

It's similar to the prospect of how only a Democrat can cut Social Security (reminder Bill Clinton was going to do it alongside Newt Gingrich until the Lewinsky scandal broke.)
Why would she sell it? Techies proved they can tow the line in the last election cycle... the permanent threat of attacking section 230 is way more useful for them than actioning something.

This bill sucked and there's a lot about it passing which is not a cause for celebration. None of it involved a ChiCom plot to empower big tech or whatever the fuck this dumb faggot is going on about. He's literally just upset that his Twitter account is getting banned as soon as he's out of office and no one is willing to repeal crucial Internet legislation to spite them.

Everything's OK for now. Trump has failed to get Section 230 repealed and the odds of him getting it repealed in the last few weeks of his Presidency are remote. The House hates his guts and will disagree with the Republicans on anything and its clear by the actions of the Republicans in the Senate in the last few weeks that he has lost any political capital he has with them. He's a lame duck and Congress has other concerns besides drafting legislation in only a few days before they adjourn.

That being said this isn't over when Trump leaves office. Biden has said he wants to repeal Section 230 and the actions of Big Tech, who are some of his puppet-masters, in the past year show they are fine with the repeal of Section 230. Big Tech wants to remove Section 230 to more easily shut down competition and Biden just repeats whatever is whispered into his senile ear. Biden is also a career politician who knows how to get Congress to do what he wants and he will probably have a Dem majority in both the House and the Senate so he will be able to push through whatever legislation he wants vs. Trump who didn't know how to navigate the DC swamp like Biden does. Of course Biden could also focus on the pandemic putting off Section 230 repeal or just forget to take his brain medicine and not know what an Internet is.

I'd still keep an eye on the status of Section 230 for a year or so, given that both Republicans and Democrats mentioned repealing or amending it (Republicans who wanted it gone themselves just thought that Trump was stupid for demanding it be attached to a military spending bill and said that this isn't the place or time for it).

I'm still waiting to see what happens to the boomers once Trump is out on Jan 20th.
