Pretending IQ isn't real has been a thing on the left for years. I remember way back on RPG.net before it came out as a completely left-wing hive where supporting Gamergate or voting Trump was cause for banning a truly ridiculous number of people who would rush out to say "IQ doesn't mean anything" when discussing, for example, RPG intelligence stats. The issue is that IQ tests are "racist", which is to say, that their precious black people score badly on them. In their way of thinking, it's axiomatic that this must therefore say something about the tests rather than about black people.

Bob has been saying "video games are toys" for a long time, only abandoning it when it's time to say that video games are art. I don't know if he believes either argument as both are done for convenience. "Video games are toys" is used to justify his hatred of CoD, Mass Effect, and other "mature" games that he doesn't like. Admitting that games are art would make his crusades against them look like censorship.

IQ tests aren't a particularly good measure of intelligence. They are kind of a good measure of one type of intelligence.

It is very good at measuring things that Correlate with intelligence, and its better at measuring things that show functionality in the modern labor market

I think that's because Spiro Agnew got implicated in the Nixon investigations over the Watergate scandal. Spiro Agnew was implicated because he was actively involved in Nixon's shady dealings and wasn't an empty suit like Mike Pence.

Pence is barely involved in the Trump Administration at all. He's just an insurance policy for Trump who was picked to get the remnants of the Religious Right to vote for him in 2016 instead of staying home.
