From what I understand about Disney World, is that Disney was planning for a surge of people with reopening, coming up with plans to limit daily admissions. They never implemented it because the demand just isn't there. Disney World in particular has a lot of foreign tourists visit each year, and as long as international travel isn't happening, getting as many people as they really need in is going to be hard.

I went there over a decade ago with my family and saw this in effect. Practically ever other guest there was either from the UK or Australia. The entire trip all I heard were those accents being spoken.

EDIT: This came to my attention. What really hurt them was that $78 Billion Fox acquisition. They brought other properties for way less.
