While it's definitely possible to legally acquire fully-automatic weapons, it's incredibly difficult to do so.

Of the 91 American mass shootings catalogued by Mother Jones that have occurred since 1982, not one has seen the use of a fully automatic machine gun.
More than anything else, cost is what differentiates this event from all the others. The amount of weapons (42!) Stephen was found with (and God only knows how many others he possessed) probably ran him somewhere in the hundreds of thousands. That's not something most people can afford. And while it's confirmed he did buy weapons legally from at least a couple different gun shops, the types, quantity and whether they were actually used in the rampage are all still undetermined. We know he bought a shotgun from one of them but since it lacked the range needed for his spree given his position it's unlikely it was one of the weapons used. (There's a chance he could have used it on the people inside the hotel but again, we still don't know yet.). The other thing to consider is that given the sheer amount of weapons he was found with it's extremely likely that most (if not all) were acquired through non-legal means (meaning either the guns themselves or modifications to them).
Bottom line is that people like Blob who are attempting to frame this event as something anyone could do are fucking morons.
