In the Hunger Games the Capitol doesn't trade with any other nations because no other nations are known to exist after some sort of global catastrophe (I can't remember exactly what it was, was it a nuclear war?). The Capitol assigns each district a set of responsibilities for creating goods and labour for the benefit of the Capitol and to subjugate the other districts (Katniss's district mines coal, another district grows food, another trains security officers etc).
