Cops do not like having to deal with dogs, especially in those parts of the city where dogs are quite deliberately cultivated as security / intimidation resources for gangs and drug dealers. Yes, there are incidents where a perfectly friendly pooch was shot for no very good reason, but lots of times those dogs are the vicious hellhounds you'd expect them to be.
