I....I don't even know where to begin. Natural selection is random, yes. But being bright is a major disadvantage, so the selection there is the bright colors COMBINED with the toxin. This also relies on animals instinctively knowing it, so animals that evolved alongside this involved instincts to AVOID brightly colored animals because they were poisonous. It goes both ways.
Behavioral genetics and instinct explain it. The idiot animals who eat all the brightly colored shit die, the animals that don't survive and develop an instinctual method to avoid eating them. That's why they know. We currently don't have a good way of mapping out the genes of behavior, because we have no idea how genes know which neurons to put where to form pretty much any form of life. Like you fuck up placing neurons and that animal is just a mess. That it happens nearly perfectly all the time is pretty miraculous. That's why we don't have a solid genetic theory behind it. But its genetic as well as learned. Parents pass this down to their young if they witness enough of their kind eating it and dying. So there is the nature and nurture component. Its actually very complex.
This is why brightly colored impostors evolved. They didn't evolve toxin, but they LOOK toxic, so all those animals that instinctively avoid toxic, brightly colored animals don't eat the non-toxic ones because they don't have any other means of telling them apart aside from their instincts which is coded in their genetics. This proves the genetic aspect of brightly colored animals, because if there wasn't any, they'd just be eaten over and over again until they didn't exist. Take those impostors out of the environment they evolved in and they would go extinct in seconds because the animals around them didn't develop the cautionary nature to brightly colored organisms.
Bob forgets the crucial point that natural selection is based on environment and ecology of the surrounding organisms. Its not an ingrained trait every species has. People who believe in tabula rasa, like lard ass over here, can't explain it. But that's the theory behind it. For example, if you take poison dart frogs out of their environment, and throw them in another where that instinct hasn't formed, they'll be eaten by predators who kill them. Some of this will be behavioral, parents passed down to young to not eat them, or eventually mutation that drives out all the ones to eat the brightly colored ones.
Not to mention this fact: Some animals are brightly colored to attract lower predators. Lower predators are used to all their prey standing hiding. So they see this pretty preying mantis and go 'Hey, easy food!" and they they get fucking eaten. There's also the aspect of instinct to animals as well. If a higher level predator sees all his prey blending in and camouflaged, except for this one thing, they're going to be instinctually suspicious of something the
