It's essentially a genre word salad, implying a African-centered Futurism sci-fi story. The PC police have decided that any sci-fi/fantasy story that is created nowadays that has any kind of ethnic inspiration or focus must have an appropriate (usually Afro) accompanying prefix. If you look in the right places, you'll also see Afro-fantasy come up here and there.

I think there was a black Conan novel series as well if I’m not mistaken.

But I’ll tell you what will cream Bob and SJW’s pants, this movie about the only black samurai in history called Yasuke.

Well it's afro fantasy rather than afro futarism and the human protagonists are a fish monster, a gay guy (whose a victim of homophobia), and a disabled woman with a black woman and a communist spy as the main supporting roles in the shape of water so Bobs talking out of his arse here.

Furthermore Shape of the water is a better movie overall for what little that counts in holywood. I suppose we have to consider Bob really likes mainstreme by the numbers movies and while get out isnt it's a lot closer to that than a film where a mute woman fucks a fish monster.

Bob (and maybe Biden, although I tend to think Bob is reading way too much into what will probably be a centrist, nostalgic campaign) fails to appreciate how much of a "fuck you" vote Trump was. The more they rail against his supporters, the more they confirm how badly they need a good "fuck you," and the more his support stiffens.
