Much like his YouTube account his Blue Checkmark is a relic of a bygone era and the only reason people still kinda pay attention to him, no one cares about him as a person just what he represents. Psychologically he can't deal with the fact he is only where he is because he was in the right place at the right time and like so many cutting edge inventions like the Zeppelin or the Steam Boat he will slowly fade into irrelevance, kept on life support based solely on their novelty as a quaint relic from a bygone era. Bob is desperate for validation as an intelligent person outside his lucky break and will shamelessly try to hijack a hashtag to promote himself in a desperate attempt to get people to like him for who he is rather than what he was. Bob protecting his account is him admiting deep down in his psyche that he is a nobody coasting of his previous fame and doomed to be a lonely basement dweller for the rest of his life.

If you count silently dropping any support of him and trying to make people forget he supported him as rape, yes. I'm reasonably certain Billy-Bob is the type of person who does actually believe in women "asking for it" and who probably wants to rape them himself due to how entitled and creepy he is.
