Meanwhile if you had a Democrat like Biden in power and society still hasn’t changed to Moviebob’s liking then who is he going to blame? Is he just going to become increasingly radical in his beliefs?

He's still going to blame the obsolete mayonnaise ghouls who are impeding progress, and that the Federal government needs to take firmer action to crack down on these evil nazis that are getting in the way of the superior future. And one of my fears of Biden Harris administration is that movieblob's line of thinking may actually be transformed in to concrete action. If it's actually his aunt he's renting from, she's probably giving him a break/a good rate and letting him live there regardless cuz famly.

At any rate Blob never mentions the complete asshole strangers upstairs, and it's my guess he doesn't bother them and they don't bother him, because we'd have heard of shit like that by now.

I'm assuming Bob has his own, separate outside entrance to the basement apartment? Or does he have to go in through the home's main entrance to get to his spot?
Because that would feel very awkward if it was me, having to go through some stranger's living space to get to my own home.

I think I remember blob saying he has his own separate entrance. So he doesn't actually have to interact with the people upstairs, and it doesn't sound like he does at any time anyway.

Maybe, unless he was trying to spin it as he's living in a separate apartment so technically he's not living with family, he just lives near them. well according to Brick by Brick, Blob moved out of his parents' basement sometime in the mid 2010s and he's been where he is ever since (I think it even mentioned it was in Revere, where Blob resides to this day).

It seems to me, particularly with the whole separate entrance thing, that the place he's living at now is purpose-built/purpose-modified rental property and as such, it's highly unlikely the aunt actually lives there. Blob would have mentioned it otherwise, I think. So she's got renters upstairs and downstairs and has a tidy income from that while living somewhere else.
