NATO is the National Association of Theater Owners. They are a trade group that does things like lobby against soda taxes, advertise how the movie ratings system works, issue PR statements about whether theaters are safe from mass shootings, etc.

They do not negotiate the release date of movies or the pricing terms between studios and particular theaters or theater chains. Benefit of the doubt, he's just using "NATO" as a shorthand for "the movie exhibition industry" but more likely he's just a dumbass.

From what I can work out, him saying that NATO and Disney are negotiating over films is like him saying that the Koch brothers' lobby group and Saudi Arabia are negotiating petrol prices.

Agreed. It's certainly on Bob; I remember being taught to spell out an acronym the first time I use it, unless it is well known to the audience and unambiguous. And of course, NATO is widely known to mean something entirely different.
