Bob's hapless GI Joe based analogy makes no sense whatsoever, no matter how you shake it. Yeah OK I get bobby wants to use this gravedigging thing as an excuse to make an idiotic autistic exceptional reference to a GI Joe cartoon from 35 years ago, but holy shit man. (The Movie actually came after Serpentor was introduced in "Arise, Serpentor, Arise!")

Serpentor was a result of some nasty executive meddling shit that happened in S2 of GI Joe.
The cartoon and comic had a long history in the early years of being quite different; in particular, the comic version of Cobra was more or less part SPECTRE by way of the the Nazis (minus the Nazi iconography) along with Hama venting his hate boner for G Gordon Liddy (who was the inspiration for CC) and Amway (which was run by right wing conservatives, where some of the biggest financial backers of Reagan and the Religious Right, and who's family tree includes the founder of Blackwater Erik Prince and Betsy Davros).
The comic set up Cobra's origin in the first year of the comic (which predated the first two mini-series prior to GI Joe going to full series in 1985), with it being a version of Amway that turned into a Nazi/SPECTRE hybrid. CC was a regular upper middle class guy who ran a car dealership and got tired of getting shitted on and broke bad. He started Amyway style pyramid schemes to lure in followers and then started recruiting criminal types with his profits for security (and wearing his trademark hood in the process to hide his identity once he started militarizing his followers) and then took over a small town and made it the base of operations for Cobra. Once Cobra was established, he used his status as a sort of minor criminal syndicate group to make contacts outside the US and found the Baroness; a member of the Red Faction Army in Europe that was on the rise with regards to her standing as a major terrorist. Baroness had all sorts of international connections, most notably her ex-boyfriend Destro; an arms dealer who was branching out into sci-fi tech and had become jaded with work and fallen prey to the notion that "why SHOULDN'T I use my own weapons to conquer the world?".
Around 1985, Hama retconned a lone dissenting voice in Springfield, a young kid named Billy who declined a chance to be rescued from Springfield so that he could try and find "his father" in the city into being Cobra Commander's son and that he had kidnapped his son when his wife threatened to leave him, prior to starting Cobra and that the REAL reason for him wearing a hood over his face was due to the fact that he had an arrest warrant out on him for child abduction and pretty much left Billy to run wild once Cobra started growing, with zero supervision or realization that his son actively hated him for what he became. Hama further weaved a convoluted backstory where Cobra Commander's proper start of darkness came when his beloved brother died while drunk driving/crashing into a car containing a married couple and their daughter, who were on their way to the airport to greet their son, who was coming home from Vietnam.... who turned out to be Snake Eyes and that the assassin that killed Storm Shadow's uncle was hired by CC to kill Snake Eyes because CC wanted to blame someone for his brother's death and decided to blame the sole surviving family member of the man who's family was killed off by his brother.
The cartoon ignored all of this, and more to the point ditched the idea of Cobra being anything BUT SPECTRE-lite. Furthermore, Cobra Commander quickly became a catty, campy bitch because writers found that it was easier and more fun to write CC as a comedic villain ala Yosamite Sam than as Hitler-lite like Hama wrote Cobra Commander. The only bits of details they gave about Cobra Commander the person was that A. He was disfigured (one episode in S1 has him share a meal with Destro, with CC making a remark about Destro having a strong stomach to watch him eat without flinching or vomiting) and B. that he went to military school of some kind (it's ambiguous if it was a college or high school military school), where he first found that he was a natural leader when he staged an insurrection against the school's administration.
The cartoon folks wanted to do their own origin story for CC and came up with one called "The Most Dangerous Man In the World". This story would have launched S2 and reveal that Cobra had gone dark on all of their current schemes and were searching for mysterious one man worldwide. Over the course of the five episodes, the origin of Cobra would be revealed: that they were a right wing leaning peace group that tuned violent/into a criminal organization hell bent on world domination, when their leader was killed. The show would then reveal that CC was a member of the group and for various reasons, faked the assassination of the founder of Cobra and held him prisoner until he escaped. The story would end with the true founder of Cobra still being at large but everyone thinking he was dead.
Hasbro didn't like this origin for it's political ambitions but DID like the idea of CC having an unseen boss and fasttracked the creation of "The Cobra Emperor". Hama and the cartoon writers HATED this idea, given that it overturned the entire lore of the franchise. Hama flat out refused to do anything with it leaving the writers to counterpitch the idea that the leadership caste of Cobra would have finally had enough of Cobra Commander and with help from new character Dr Mindbender, create a new leader to replace CC; who in turn would be kept around and be plotting to overthrow Serpentor for the bulk of S2.
Hasbro liked this and Hama tacitly agreed to introduce Serpentor; Sgt Slaughter however was a bridge too far and while Hama used him in one issue, he quickly dropped him as a character and used Storm Shadow as a replacement for the DNA stew to make Serpentor, as Storm Shadow was beginning his redemption arc.
However, as the GI Joe movie was greenlit, Hasbro pissed everyone off by demanding that they wanted their original idea of CC being a patsy for the "real leader of Cobra" done after all and as the plot of the movie. The cartoon writers tried to salvage as much as they could by creating "Cobra La" (which BTW was a placeholder name that Hasbro immediately loved) and presented the idea that Cobra was a front for a Lovecraftian race of bug/snake men and that Cobra Commander was a grey skinned sleeper agent who was disfigured in a lab accident that caused him to have 12-13 eyes appear on his face (which in turn was used to retcon the blank faceless battle helmet look, by revealing that the helmet was "specially designed with internal circuitry to help him focus all of his eyes so he that he could see normally and not go insane from having multiple eyes and seeing shit in every direction").
Fans hated the retcon and the movie, and Hama flat out REFUSED to acknowledge it or Cobra La in the comics period. The cartoon writers further retconned Serpentor's creation to that of Cobra La, claiming a female agent named Pythona "planted the dream to make Serpentor into Mindbender's head". Hama kept Serpentor around in the background and killed him off first chance he could.
Alan Moore is a SJW but god is he talented and the Watchmen is one of the greatest comics that anti SJW hypocrites are devided over due to Moore's politics and the works it inspired while others love it. Really the charm of Watchmen was it was standalone and was a comentary on if superheroes was real. Hell i think the movie was good because Solid Snake wrote the script and it was right up Zack Snyders alley tone wise. The only comic that surpassed the Watchmen is Batman Returns.
Doomsday Clock failed for two reasons:
1. Geoff threw out the entire planned storyline when Trump got elected and everyone in the comic industry went batshit crazy calling anyone they didn't like Nazis. So he rewrote the story to make it a commentary on such fear/hatemongering with a much stronger denouncement of Adrian Veidt AND Dr Manhattan for being horrible evil people who were the real villains of Watchmen
2. As part of this, he also fucked up by declaring "NO FUCKING CROSSOVERS"; which bit him in the ass and then some, as Dan DiDio got pissy that he was going to miss out on a big sales boost for the DC line. So he purposely let Tom King kill off/make into a murderer Wally West (fucking up any chance of a Wally/Doctor Manhattan showdown) and gave Supeman AND the Legion to Bendis, who fucked over Geoff's plan for Jor-El to be a patsy/slave of Dr Manhattan and the subplot from Rebirth where Saturn Girl was going to try and fix Manhattan's fucking with the timeline, as Bendis decided to create his own new Legion; forcing that plot thread to be aborted and a last minute insertion of the Bendis Legion in the final battle. And for added insult to injury, Scott Snyder was given TWO major minis to be the "official fix/finale for Rebirth" after Snyder agreed to do a story with a TON of tie-ins.
