There is, usually it's only a couple years or so. It seems this case actually dates back to 2016 and it's the various parts which has extended the statute of limitations into 2021. Brick By Brick is a sad mishmash of an autobiography that nobody asked for and a play-through of a game that nobody needs--and one that he didn't bother to hire an editor for. Frankly, I don't think it's just a lack of work ethic, but also a complete lack of ability to assemble anything that resembles a coherent narrative. He has a basic understanding of tropes, but cannot for the life of him put them together. Look at his Hollywood pitches, which are mostly half-baked ideas for Robot Chicken sketches. I blame it--in part--on his complete lack of empathy for others outside of his immediate family. Something compounded by his own hilariously black-and-white view of the world where "thinkers" like him are virtuous paragons and the wasteland ghouls he disparages as "believers" are irredeemably evil. There are no shades of grey or hidden depths to him so I have difficulty that he can even conceive of a character compelling enough for even a five-year-old. It's simply easier for him to passively consume content.

I'm not quite sure about the exact wording of the rules but if you show usage under medical supervision prior to competing the IOC allows you to continue using them after all a lot of athletes have asthma and use steroids to help control it, plus medical use in general allows all sort of stuff to be used.
