This is incredible late, but with a slight PL I can confirm that these are what's called comedy porn movies. They used to be incredible popular in Germany as well as Austria, hence "Porno-Gags für Liebhaber des Zeichentrickfilms" = "Porn parodies for cartoon lovers", which is also why you see a lot of American cartoons/world topics in them. They weren't really meant as masturbation material (although someone will surely have done that), they were more or less hardcore Comedy Central.

It was basically pre-South Park Germany, which becomes obvious during a lot of the dialogue too.
