I'm inclined to agree with you. Lamby doesn't say when that report was received, but I do know that Emily stopped her nightly internet activities half an hour after Lamby posted that on Reddit. If Lamby made their post shortly after they received the report, then Emily was absolutely active in the time window when it was filed and it was after Emily's latest stunt and ban.
