In regards to 18 USC § 911, it like all similar statutes, usually only applies when lying to the federal government. See, for example, UNITED STATES v. ESPARZA PONCE. It is also a law made against illegals pretending to be citizens for the purposes of getting gibs from the state, or any sort of benefit that one gains from living in the states.

I'd advise you to look at American law, not European. Defamation (act of lying to damage someones reputation is a tort, not a crime. See Gertz v. Robert Welch, Inc., Butz v. Economou, etc.).
