It seems to work better if you draw a average normal fish that will get automatically approved and added to the tank and submit it. Then click back and you can add stuff to it and submit it again.

I assume someone has already said this but to bypass verification, press f12 to open console and type

verifyFishDoodle = function(){return true}

then it should submit directly.

Edit: if there is server side verification, then it won't work
