Yamaoka incorporates lots of different genres in the SH soundtracks so you'd really have to categorize each track instead of the entire album

End of Small Sanctuary is my personal fave

Why does a Silent Hill have music?
For the same reason Eddie can sit around eating pizza at an abandoned bowling alley. How did he get a pizza delivered? Who knows. Maybe Pyramid Head runs a pizza shop when he isn't sexually assaulting legs and stalking pillow fight champions.

Nine Inch Nails is another one. You can really hear the NIN influence in heavier, more abrasive songs.
Speaking of Akira Yamaoka, here's his remix of Time to Make History.
 
DJ Krush has some tracks that sound somewhat like Silent Hill soundtrack.

Also, here is a good collection of ambient from Silent Hill.
 
Never really played Silent Hill, but that song you posted sounds a bit like The Cure.
 
I would classify Doom 64's music as being this kind of music. Aubrey Hodges doesn't get nearly enough credit for creating such a dark, foreboding soundtrack. This track in particular is my favorite, if only because the distant sound of crying babies freaks me the fuck out when I'm playing the game late at night with the lights turned off.

Rotten rave tropes, Rain drenched and Drowning in the quagmire sound like something that could fit there.

Haven't yet played any of the Silent Hill games, but the band Loathe has cited Silent Hill 2's soundtrack as a major influence on them:
 
Extreme necroposting, The instrumental of Carissa's Wierd Ignorant Piece Of Shit resembles a lot of SH2's tone. Especially the ending segment at 2:42.
