Simple way to create VPN server?

My university is jewish as fuck and has blocked the farms on public wifi, has blocked all VPNs I've tried, and has even blocked TOR. What's a good way for me to run a personal VPN server from my home desktop that I can connect to with my phone?

Run the server on port 80 on your home box, they will have to leave that port open.
